Viraj Perera

Viraj is an experienced project leader with a blend of engineering and commercial expertise. He has an extensive track record in Public Private Partnerships (PPPs) and innovative structured finance transactions.

He brings demonstrated expertise across project definition, business case development, design development, cost estimation, budgeting, commercial structuring, asset management frameworks, transaction management, contract execution and project delivery leadership. He has been responsible for leading, managing and delivering several complex and significant transactions on behalf of the State of Victoria inclusive of Melbourne Convention Centre PPP and the Commercial Development, AgriBio PPP, Victorian Desalination Plant (concept to procurement and delivery options), Public Housing Renewal Program, Melbourne Exhibition Centre PPP expansion and restructuring the Melbourne Fruit and Vegetable Markets.

A feature in most of his work is the high value capture and leveraging of private investment to offset public sector costs. Viraj has held numerous executive level public-sector positions and brings market excellence in managing complex stakeholder environments. His approach to fostering meaningful engagement between the private and public sectors is particularly sought out for unique project situations where innovation is required to deliver value for money outcomes.
